- Evolving Life Planning Solutions (ELPS) provides safe, structured transitional housing and individualized support services for veterans, displaced individuals, and families experiencing housing instability. Our program is designed to bridge the gap between crisis and long-term independence by offering stable housing combined with personalized life planning.

Preparing an additional transitional housing property to expand services for veterans and displaced individuals.
Petersburg Expansion:
Planning an additional property that will increase housing capacity and allow ELPS to serve more individuals and families throughout the Tri-Cities region.
In addition to property development, ELPS is actively establishing strategic partnerships with nonprofit organizations, healthcare providers, workforce development agencies, and veteran service organizations to create a comprehensive network of support. - Organization goals
- Short-Term Goals (12 Months)
Launch the first ELPS transitional housing residence.
Serve veterans, displaced individuals, and families experiencing housing instability.
Establish referral partnerships with VA programs, housing agencies, and community organizations.
Secure sustainable grant funding and corporate partnerships.
Develop measurable program outcomes for housing stability and resident success.
Mid-Term Goals (2–3 Years)
Expand into multiple transitional housing properties throughout Central Virginia.
Increase housing capacity and supportive services.
Build partnerships with employers, educational institutions, and healthcare providers.
Develop specialized programming for veterans, families, and individuals in recovery.

ELPS envisions becoming a leading provider of transitional housing and supportive services throughout Virginia, creating communities where every individual has access to safe housing, essential resources, and opportunities for lasting independence. Our long-term goal is to establish a network of housing communities that empower residents to move from crisis to stability, from dependence to self-sufficiency, and from uncertainty to hope. - Leadership
- Evolving Life Planning Solutions was co-founded by a veteran, Tasha K. Coles-Tatem, who understands firsthand the importance of stability, service, and community. This lived experience shapes our commitment to creating safe, supportive environments where veterans, displaced individuals, and families can rebuild their lives with dignity, purpose, and hope.
